All the keys to the new State Housing Plan

We are reading a lot these days about Aid for renting and purchasing housing framed within the State Housing Plan 2018-2021. This new plan will be developed in nine lines of action:

In the case of basic income, it will no longer have age limitations but will be accessible to all households with incomes below three times the Multiple Effects Public Income Indicator (IPREM), expanding this margin to four times the IPREM for families. numerous and up to five times the IPREM for people with disabilities. A mandatory point is that it must be the habitual residence. Those under 35 years of age and those over 65 may benefit from this aid, provided they earn less than €19,000 per year and, in the case of those over 65, do not own a home.

Requirements to be beneficiaries

  • Those of legal age with Spanish nationality or foreigners with legal residence in Spain who are tenants of a rental contract formalized according to Law 29/1994, of November 24, on Urban Leases.
  • The home must be your habitual and permanent residence at the time of requesting the aid and during the entire period for which it is granted.

  • The income of the people who have their usual and permanent residence in the rented home must be equal to or less than three times the IPREM. In 2018, this indicator is €537.84 per month.

The State Housing Plan 2018-2021 puts in the hands of the Autonomous Communities and the Cities of Ceuta and Melilla the call for the procedures for the granting of aid. These may set a minimum income, also as a whole, as a requirement to access the aid.

 

In this procedure, the income of the applicant's cohabitation unit will be evaluated, which must be, in any case, less than three times the IPREM, to determine access to aid and the establishment of priorities.

Scholarships for young people up to 35 years old

One of the protagonist groups of this State Housing Plan 2018-2021 is young people. The Ministry of Public Works, To promote demographic repopulation in small municipalities, has established a series of subsidies both for the rehabilitation and for the purchase of homes by young people under 35 years of age who reside in municipalities with less than 5,000 population.

 

The aid will increase by 25% in the cases of urban rehabilitation and regeneration, and aid of 20% of the price will also be granted for homes of up to €100,000, reaching a maximum of €10,800 per subsidy. Only young people under 35 years of age with incomes below three times the IPREM may apply.

 

 

Another type of noteworthy aid is the subsidy for the rehabilitation of housing whose purpose is the rehabilitation of real estate. Aid for the purchase of housing

  • Not be the owner or usufructuary of a home in Spain (except unavailability due to separation, divorce or causes beyond your control).
  • Acquire a home with a purchase price equal to or less than €100,000.
  • The acquired home must be located in a municipality of 5,000 inhabitants or less

 

Housing rental aid for young people

Requirements to apply for rental aid

  • That the cohabitation unit has income less than 3 IPREM in the case of a family of 4 members (that is, annual income less than €22,558.77 according to the updated IPREM of 2017) and 1.5 times the IPREM in the case of 1 person only. The annual gross income indicated in the last declaration presented will be taken into account.
  • That the rental amount is equal to or less than €600/month (or up to €900 in justified cases)
  • That it be the usual and permanent residence during the aid period
  • Not be the owner or usufructuary of a home in Spain (except unavailability due to separation, divorce or causes beyond your control)

 

Aid to promoters of rental housing

The new State Housing Plan also includes aid for private companies that build rental housing for a minimum period of 25 years. Interested developers may request a subsidy of up to €350 per useful square meter for each of the homes, up to a maximum of 50% of the investment made. These homes can only be requested by families with incomes of 3 times the IPREM and can never exceed €5.5/m2 per month.

 

 

There is another option in which the developer can receive a maximum of €300 per useful square meter and dwelling, up to the limit of 40% of the investment. In this case, these homes will be accessible to families with incomes below 4.5 times the IPREM, and the rent may not exceed €7 per square metre.

How to get housing rental aid

The State Housing Plan was approved on March 9 and published in the BOE, so it has been in force since March 11, 2018.

 

We remind you that the maximum cost of rental aid or subsidies will go from €600 to €900 as the maximum rental price. The government will pay the beneficiaries a payment of 50% of the rent, with a maximum of €900. In summary, the subsidized will be able to receive a maximum aid of €450 per month since the government would pay half of the total amount of the rent.

 

 

The payment of 400 euros by the Government is intended to encourage the rental of unoccupied homes owned by Sareb (Asset Management Company for Bank Restructuring) and banks. Some of these properties belong to the so-called "bad bank" and have not yet been sold, others belong to companies and real estate agents. What is sought is that people occupy them.

Aid for housing rehabilitation

The Plan includes subsidies for housing rehabilitation and real estate development and includes the following sections:

  • Program to promote the improvement of energy efficiency in homes.
  • Program to promote the conservation and improvement of accessibility in housing.
  • Program to promote urban and rural regeneration and renewal.

 

The beneficiaries can be communities of owners, individuals and different public and private entities, all of them being owners of collective or single-family homes.

 

The amount of the aid depends on the state of the house:

  • Amount of aid Up to €2,000/household (only maintenance)
  • Up to €6,000/home (only accessibility or conservation and accessibility)
  • Increase per BIC: €1,000/home

Boundaries:

  • 40% of the investment in general
  • If the investment is 75%, there are two options: charge less than 3 times the IPREM or that the accessibility works are for residents with reduced mobility or over 65 years of age

On the other hand, the seniority requirements for housing rehabilitation grants are as follows:

  • Seniority before 1996
  • In buildings, 70% of its surface must have residential housing use
