Pacheco & Asociados was awarded the space design and furniture specification for the offices for The Union for the Mediterranean headquarters at the Pedralbes Palaces in Barcelona.

Overall objectives of the project The overall objective of the assignment is a short-term expertise providing detailed advice on the planning, lay-out, design and furnishing of the UfMS premises.

Specific Context of the Job The UfMS is established as per the headquarters agreement with Spanish authorities in Palau Pedralbes. At the ground floor of this building, the UfMS is intending to refurnish and improve one of the Palace room to create its principal conference room. Multimedia equipment with inter-active counters and modern design booths were purchased in 2013 to make the whole room appealing. The ground floor and second floor are designated offices and workstations for more or less 60 staff. A modern interior design should be applied on these spaces to fill gaps and ensure sufficient, optimised space and enhance offices quality by using modular office equipment, partitions, fixed and unfixed cabinets. Lobbies, waiting areas, meeting rooms are expected to be incorporated on these floors and will be one of the highlights of the interior package including the enclosed offices..

Just a quick synopsis on the Pedralbes Palace history Built in the XVII century by Eusebi Güell on the design by the architect Joan Martorell who used a Caribbean style annexed with a neogothic Chapel. Gaudí also participated partially in the garden design.Eusebi Güell donated the Palace and part of the gardens to the Spanish Crown, in gratitude for his noble appointment as Earl, in 1918. Then a new renovation was undertaken to become Royal Palace (1919-1924), in charge of the architects Eusebi Bona and Francesc Nebot. The interior contains a diverse mix of styles, both in decoration as in furniture, ranging from Luis XIV style to more contemporary styles.The Palace is currently owned by the Generalitat de Catalunya who offered it to the UfMS in the year 2012.The palace was declared "Building of Cultural Interest" (Bien de Interés Cultural or BIC) with the reference Nº RI-51-0005274 in the year 1931. This entail that any reform which need to be done within the palace will have to be carried out taken into account the law "9/1993, de 30 de septiembre, del Patrimonio Cultural Catalán". |

The Secretariat of the Union for the Mediterranean (UfMS – Contracting Authority) was created by the 43 Euro-Mediterranean Heads of State and Government in Paris on 13 July 2008. Foreign Affairs Ministers in their meeting in Marseille on 4 November 2008 decided that the headquarters of the UfMS would be in Barcelona.
Their objective.
The Union for the Mediterranean (UfM) is a multilateral partnership with a view to increasing the potential for regional integration and cohesion among Euro-Mediterranean partners. The Union for the Mediterranean is inspired by shared political ideas that will revitalize efforts to transform the Mediterranean into an area of peace, democracy, cooperation and prosperity The UfMS will contribute to reinforcing co ownership of new Mediterranean relations and achieving visibility through economic projects.
Mission and Mandate
The mandate and missions of the UfMS have been defined in the Paris and Marseille Declarations as well as in the Statutes adopted on March the 3rd, 2010.
The mandate of the UfMS is of a technical nature, focusing on identifying, processing, promoting and coordinating projects, in line with the principles and rules of international law and which enhance and strengthen the cooperation and impact directly on the livelihoods of citizens.
As stated in the Paris and Marseille Declarations, the central mission of the UfMS is to encourage, promote and ensure regional, sub-regional and transnational UfM projects in order to improve the socio-economic development, regional integration, sustainable development and the exchange of knowledge among and within the countries of the UfM.
During the launching of the UfM, the Heads of State and Government identified six priority areas. These are the following:
- De-pollution of the Mediterranean
- Maritime and land highways
- Civil protection
- Alternative energies: Mediterranean solar plan
- Higher education and research, Euro-Mediterranean University
- The Mediterranean Business Initiative.
